In undertaking this assignment, Morrison Hershfield:
- Established existing traffic volumes and prepared traffic forecasts based on anticipated land use
- Assessed the level of service at signalized and unsignalized intersections impacted by the new development
- Analyzed future storage length requirements
- Investigated the quality of signal progression that can be achieved along the corridor using PASSERIV
- Developed recommendations for potential mitigation measures
Morrison Hershfield provided valuable insight to the City of Brockville on future road infrastructure requirements. The study included explicit consideration of how the proposed Power Centre would fit with the ultimate road network configuration involving the relocation of the Highway 401 eastbound ramps and the realignment of one of the main arterial roads used to access the site.
Interim options were presented to delay the significant capital cost expenditure associated with this relocation to alleviate operational concerns triggered by the new development.
The study clearly indicated how the traffic forecasts for the proposed development correspond with results from previous studies. It contained extensive guidance on site entrance provisions to ensure mobility and safety are maintained on major roads adjacent to the site.
