School Zone Traffic Safety Policy Development Morrison Hershfield
The City of Ottawa ON initiated a study to assist in developing a detailed policy document for the successful implementation of an Adult School Crossing Guard Program and a School Zone Traffic Safety Program.  This Morrison Hershfield project included consideration of a number of topics relevant to child pedestrian safety, including factors influencing safety, the role of adult crossing guards and the adoption of special programs and measures to enhance safety.

Morrison Hershfield provided the following services:

  • Prepared a guiding document containing background information on child pedestrian safety issues and information on complementary programs and measures to address safety concerns
  • Developed a warrant system governing the use of adult crossing guards to ensure an effective and equitable allocation of resources

Specific tasks included:

  • Reviewed human factors impacting the ability of young pedestrians to interact with traffic
  • Assessed existing school crossing guard warrants and developed of a new warrant system for the City
  • Developed of a comprehensive package of engineering, education, and enforcement measures for enhancing child pedestrian safety in school zones
  • Identified key stakeholder roles and responsibilities, including steps for future action

The work undertaken by Morrison Hershfield allows the City of Ottawa to develop a comprehensive traffic safety policy for school zones that recognizes the unique characteristics of children and incorporates effective tools and measures to improve safety.

The benefits of encouraging children to walk to school are substantial, from increased fitness and community awareness to lower traffic congestion and vehicle emissions.
