Road Corridor Assessment of Opportunities and Operations Morrison Hershfield
The section of Walkley Road between Russell Road and Highway 417 in Ottawa ON regularly experiences traffic congestion.  In the long-term, infrastructure expansion in the adjacent network is expected to reduce travel demand along the corridor, improving traffic flow.  However, in the interim, localized network modifications are needed to improve traffic operations.  To support the implementation of such measures, Morrison Hershfield was retained by the City to define the problem and identify appropriate measures to alleviate congestion and delay.

This assignment included the following scope of work:

  • Analysis of collision data to identify potential safety hazards within the study area
  • Development of traffic forecasts
  • Analysis of existing and future baseline conditions using Synchro
  • Identification of safety and operational deficiencies
  • Development and analysis of potential improvement measures
  • Preparation of final report

The study brought value to the client in a number of ways. In particular, Morrison Hershfield:

  • Employed "outside the box" thinking to develop a wide range of solutions for this constrained corridor
  • Considered interaction between adjacent intersections in assessing the potential merit of proposed measures, including the effects of queue spill-back and potential downstream bottlenecks
  • Determined that while widening the corridor may achieve certain localized benefits, such benefits are unlikely to be realized by drivers due to downstream bottlenecks
  • Conducted a “reality check” to ensure the proposed measures will continue to provide benefit in the long-term once other proposed projects are in place, minimizing the potential for throw-away costs
