Primer on Transportation and Air Quality Morrison Hershfield
Decisions made by all levels of government in relation to the transportation system have the effect of shaping the social, economic and environmental fabric of our cities.  Morrison Hershfield was retained by the Air Health Effects Division of Health Canada to develop a background report on transportation and air quality.

The report explores the complex relationship that exists between Canada’s transportation system and the environment, and is intended to support Health Canada in its effort to promote the adoption of sustainable development principles by all levels of government involved in the planning and operation of transportation services. 

The document prepared by Morrison Hershfield provides a general introduction to the relationship between transportation and air quality. In particular, the document explores:

  • The various components and interrelationships that define the transportation system
  • Prevailing trends in travel and associated vehicle emissions
  • Environmental implications of alternative travel options
  • Role of various levels of government
  • Alternative means of addressing travel demand
  • Assessment tools for evaluating the environmental impacts of transportation strategies

In addition, the document describes the current state of affairs in two Ontario cities – Toronto and Ottawa. The assessment included a review of commitments made under each city’s master plan; planning processes; accountability and monitoring mechanisms; as well as travel and air quality trends and projections.

Morrison Hershfield provided Health Canada with a strong basis to move forward and engage with key players and stakeholders responsible for the funding, planning, design and management of the transportation system in an effort to influence their decision making process.  The report:

  • Built the knowledge-base upon which policy and action plans can be formulated.  This is especially important in light of the remarkably little consensus that exists today in critical areas
  • Established the extent to which the principles of Climate Change and air quality are incorporated into the decision making process by all levels of government
  • Provided insight into why the wide interest and recognition of the importance of air quality has not translated into action thus far
