The Horizon plant encompasses an oil sands mine, bitumen extraction plant, a bitumen upgrader, and associated facilities at a location near Fort McMurray AB. The plant is designed to produce approximately 37,000 cubic metres (232,800 barrels) per day of upgraded bitumen product. Full production is expected by 2011.
Morrison Hershfield provided Fire Safety and Risk Review during the design stage of the project. Our services included:
- Participation in the key planning meetings and procurement planning with design and procurement team and advising on risk factors relative to fire and life safety.
- Review of CNRL Standards (fire protection, fire proofing, etc.)
- Fire water system review including layout
- Development of Fire Protection Philosophy
- Development of recommendations on minimum emergency response capabilities during construction and startup phase of the project
- Location of Fire Hall
- Construction camp layout and fire protection requirements
- Providing information on fire truck requirements
- Developing the fire alarm system vendor selection criteria
