Through their Traffic Control Signal Program, The City of Ottawa ON identified that the Lynda Lane and Smyth Road intersection met the warrant for traffic signalization.  Subsequent to completion of a conceptual design for realignment, the Lynda Lane/Smyth Road Environmental Assessment Study was initiated to review the concept and identify alternatives to Lynda Lane realignment.  The Environmental Assessment Study considered pedestrian, operational, parking, and recreational issues.

The project began as an enhanced Schedule B Municipal Class EA (including a public open house) and subsequently grew in complexity.  Requirements of the study were expanded to include a second Public Open House as well as the creation of a Public Advisory Committee.

In undertaking this assignment, Morrison Hershfield:

  • Developed and analyzed numerous potential alternatives to the undertaking
  • Assessed diverse pedestrian, recreational and user issues
  • Assessed complex parking solutions
  • Ensured a high level of public involvement through public information sessions, meetings with public and community groups, meetings with the Councilor, advertisements, flyers and direct correspondence
  • Coordinated and maintained liaison with hospital development and diverse environmental, site development and traffic projects occurring in the area
  • Developed landscaping concepts
  • Prepared a Schedule B Project File

We provided environmental assessment expertise and guidance to the City's Traffic Control Signal personnel.  The final functional design recommendations incorporated a solution for both the short term and long term that addressed the complex parking requirements and multiple user issues while achieving a safe and efficient design for vehicles and pedestrians.
