Morrison Hershfield Kicking Horse Canyon Project Phase Two
Kicking Horse Canyon Highway Phase 2 is a 5.8 km, $135 million road and bridge design-build project in the mountainous region of British Columbia.  The project had significant construction, maintenance and operation challenges.  It involved highway realignment and widening plus bridge construction and temporary access and detouring.  The detour had steep rock faces on one side and a drop-off to the Kicking Horse River on the other side.

We were retained as the Independent Certifier to the Concession Agreement Parties (Government of Canada, Province of BC, Design-Build-Finance-Operate Concessionaire) for review, audit and progress certification. We provided highly experienced transportation and structural engineers and managers with expertise in design, construction, procurement and regulatory compliance in the public-private partnership projects.

We undertook the following services:

  • Reviewed, audited and progressed certification
  • Conducted site reviews of construction progress
  • Reviewed compliance with contract requirements throughout the design-build phase
  • Reported to the Concession Agreement Parties
  • Reviewed and approved payment certificates and project substantial and final completion
