Implications of Adopting Greenhouse Gas Reduction Measures Morrison Hershfield
This study was initiated in response to the findings and recommendations arising from the National Climate Change Transportation Table.  Undertaken for Ministry of Transportation Ontario, the objective of the study was to assess the environmental and socio-economic impacts of applying the recommended Greenhouse Gas (GHG) reduction measures within the province.

Specific areas examined by Morrison Hershfield included:

  • Passenger transportation (e.g. transit-related measures, car-sharing, parking pricing, driver education)
  • Vehicle and fuel technologies (e.g. use of alternative fuels, enhanced fuel efficiency)
  • Road infrastructure (e.g. enforcement of speed limits, implementation of HOV lanes, pavement type, signal coordination, adoption of new ITS technologies)
  • Freight transportation
  • Off-road vehicles and equipment

  Morrison Hershfield reviewed the work undertaken by the National Climate Change Transportation Table and developed a Provincial Perspective that would address the following questions:

  • What would the adoption of the National Transportation Table’s measures mean to Ontario?
  • Is the envisioned GHG reduction potential achievable?
  • Is the assigned share of total GHG reduction fair?
  • How appropriate or sensitive are the underlying analysis assumptions/methodology to the prevailing conditions in Ontario?
  • What does the successful implementation of the measures entail?
  • What would be the likely cost of implementation from a public and private perspective?
  • How is the attractiveness of a specific measure affected by the implementation of other measures?

The study will support the Province of Ontario in its effort to negotiate the ratification of the Climate Change Agreement with the federal government, develop an implementation strategy, and strike a balance between purchasing inter-provincial/ international “emission trading credits” and implementation of GHG reduction measures within Ontario.
