To improve rail service in Ontario on the Stouffville corridor, the GO Transit Uxbridge Subdivision track crossing the CN York Subdivision at the Hagerman Diamond in Markham required a grade separation.   The existing level crossing restricted GO Transit’s ability to improve service levels.  In order to remove this operational constraint, a rail/rail grade separation was constructed at the Hagerman Diamond.   The existing at-grade crossing of Uxbridge subdivision and 14th Avenue was also grade separated.

Associated roadworks, electrical and mechanical works, signals, drainage and foundations works were also included in the assignment, along with an environmental assessment.

As Prime Consultant, Morrison Hershfield undertook the following:

  • Preliminary design for the Hagerman Bridge (GO Transit under CN)
  •  A single span rail bridge over two GO tracks, designed to withstand Cooper E90 loading and diesel impact
  • 14th Avenue Bridge carrying 14th Avenue over future GO tracks, designed as a highway bridge to CHBDC
  • Retaining walls, total length 1.5 km, maximum depth 8m
  • Detouring schemes for both tracks and on 14th Avenue
  • Associated drainage, roadwork and trackwork design
  • Foundation investigation and design

Environmental assessment process requirements included an inventory and screening of environmental sensitivities, consultations where required, identification of appropriate mitigation measures, a public and agency consultation program, determination of appropriateness of class designation, evaluation of design alternatives, documentation of environmental processes, and obtaining environmental clearances.

The environmental assessment consisted of the following:

  • Examination of "alternatives to" and "alternative methods" for the undertaking
  • A public/agency consultation program consisting of public notices, public information centres and external communications
  • A natural, social, economic and cultural environmental inventory and analysis of existing and projected conditions
  • Identification of potential environmental condition changes/effects, proposed mitigation measures and commitments to further work.

We ensured that all process requirements under the GO Transit Class Environmental Assessment process were implemented and were harmonized with the Canadian environmental assessment process. 

Morrison Hershfield provided specialist disciplines for completing the preliminary design and environmental assessment on time, enabling the client to proceed with the next stage of design and construction on schedule.  All changes to the scope were addressed without impact to the original schedule.
