The network was originally procured through a design-build-finance-maintain arrangement. During the acceptance stage of the contract, doubts were raised concerning the acceptability of the construction and quality of the voice communications. Infrastructure included communication towers and shelters, solar panel arrays and batteries, VHF repeater, satellite dish, SCADA terminal, and interconnect equipment.
Morrison Hershfield was retained to advise on the contract requirements, the quality of the engineering, and acceptability of the construction and network. Valuable input was provided on the acceptability of the network and costs to upgrade the infrastructure and electronics.
