The Transportation Planning Study was initiated as part of a pro-active approach aimed at identifying growth-related needs, and the infrastructure improvements required to support such growth. Accordingly, the focus of the study was threefold:
- Determine the amount of traffic generated by future development in the Arnprior area
- Identify corresponding road infrastructure deficiencies
- Establish options to accommodate growth, including changes to road classification and jurisdiction; road upgrades and widening; intersection improvements; and upgrading of traffic control devices
To accomplish the study objectives, a multi-step process was adopted, involving:
- Development of land use projections
- Assessment of future traffic volumes
- Identification of road network deficiencies for both short and long-term horizons
- Evaluation of alternative solutions
- Development of recommendations
As part of the study, the draft report was circulated to various agencies and stakeholders for their review and comments. In addition, a Public Open House was held to communicate the study findings and obtain feedback.
Once the consultation phase of the work was completed, capital cost estimates were developed to assist the County in its effort to develop multi-year capital plans. Finally, a report was prepared that documents the study process that was followed, and brings forward recommendations for future action.
The Transportation Planning Study provided value to the County. The study formed the basis for the establishment of development charges to fund identified infrastructure improvements. It also identified infrastructure improvements that can be implemented over the short, medium, and long term. This phased approach made it possible to identify elements that can be implemented as part of the future twinning of Highway 17 through Arnprior by Ministry of Transportation Ontario, minimizing the potential for “throw-away” costs and providing a significant cost savings opportunity for the County.

Towns experiencing aggressive growth are presented with challenges and opportunities. A transportation planning study often helps in addressing both.
