To address these concerns, the County retained Morrison Hershfield to conduct a Transportation Master Plan (TMP) study to serve as a guide in considering policy changes, land use planning, budget preparation and capital improvement plans. The scope and nature of the TMP study was extensive and complex, and was conducted by a team of experienced and qualified transportation professionals assembled by Morrison Hershfield.
On this assignment Morrison Hershfield:
- Planned land use to address rapid growth in industrial and residential developments
- Collected supplemental traffic data, including an origin-destination survey (telephone survey)
- Addressed traffic issues such as the extension of Bauman Road and other special areas of interest
- Developed travel demand forecasting model (EMME3)
- Integrated the TMP with a dangerous goods and truck route policy and/or plan
- Evaluated emerging traffic management issues
- Assessed geometric improvement alternatives including possible grade separation structures and land acquisition issues
The traffic demand model Morrison Hershfield constructed in EMME3 for the master plan study provides the County with a tool to make decisions for future planning. The software developed can also be used for appropriating fair share cost of planned transportation improvements from developers, and for the formulation and implementation of a transportation levy policy.
Other applications of the model are that it is fully integrated with standard Geographical Information Systems (GIS) such as ARC Info or GeoMedia; and with database asset management packages such as Hansen.
