Buffalo Hills Residential Community 
/Buffalo Hills Residential Community Development Morrison Hershfield 

Buffalo Hills will be a residential community located within the Municipal District of Rocky View No. 44 (MDRV) east of Calgary AB.  The community will be comprised primarily of residential development in the north, with commercial and industrial use in the south.  Direct access is offered from the Trans-Canada Highway.

Morrison Hershfield was retained by Spearpoint Holdings Ltd. to provide the following professional consulting services:

  • Review of concept plan provided by planning consultant
  • Preparation of  preliminary construction cost estimates and Identification of possible constraints of construction
  • Identification of subdivision water source
  • Recommendation of options for sewage disposal

Morrison Hershfield is the consultant with the most expertise of developing within the MDRV.  As such, Morrison Hershfield was able to utilize this expertise to the benefit of the developer by identifying construction costs unique to this development. 

Sewage disposal costs were definitively quantified, since the development would discharge sewage flows to the East Rocky View Sewage transmission main.  The main was designed by Morrison Hershfield for the MDRV. 

As well, Morrison Hershfield was able to identify levy costs over and above those stipulated by the MDRV.  Additional costs in the form of off-site levies will be imposed by the Town of Chestermere.  The Town of Chestermere is immediately downstream of the development, and their infrastructure has been upsized to accommodate future development within the West Creek Drainage Basin, within which Buffalo Hills resides.  Morrison Hershfield was able to advise the developer what their proportionate financial cost-sharing responsibility would be (levy), as this amount is clearly defined in the Town’s off-site levy bylaw.  The Town had retained Morrison Hershfield to update their off-site levy bylaw.
