Analysis of Code Provisions

The analysis of the code provisions forms the basis for objective-based codes by providing the objective, intent and application of each code requirement.  This clarifies what is needed, which in turn will lead to a more consistent and uniform application of the code, especially in regards to existing buildings.  Along with quantitative performance measurement, the determination of innovative solutions to code requirements will be facilitated.

 Morrison Hershfield was retained to undertake an analysis of the following Codes:
  • National Building Code of Canada
  • National Fire Code of Canada
  • National Plumbing Code of Canada
  • Ontario Fire Code
  • Ontario Building Code, Parts 3, 5, 6, 7 and 9

16,000 separate records were developed by a team of code experts, describing the intent, application, type of provision and objective for each code provision.  The records were required to be technically correct and consistent, clear and concise using normal English language terminology and format, and unique and specific for each code provision.

Our scope included:

  • Responsible for the analysis of all code provision
  • Provided team direction and coordination to produce a database that appears to have been developed by one extremely knowledgeable expert in all code provisions
  • Developed separate records for each code provision, outlining the objective, intent, application and type of provision
  • Organized training and partnering sessions
  • Modified and applied client developed bottom-up analysis criteria
  • Developed software of a FoxPro based program for conversion and analysis of the FileMaker Pro databases
  • Conducted quality assurance reviews and database revisions
