P3's reputation as a reliable and predictable method of procuring infrastructure largely rests on the assurance that there will be no surprises, either for the public procuring agencies or the project sponsors. The pressure to bring projects in on-time and on-budget is enormous and satisfaction with maintenance and operations so essential that the reputation of a company that does not deliver can be damaged not only locally, but internationally.

During the construction phase, anything that could threaten date-certain delivery must be caught and rectified in a timely manner. On the maintenance and operations side, delivery of the service as contracted is non-negotiable. To whom does this enormous responsibility fall during construction and operations and how is it managed? This panel will review where and for whom they monitor P3 projects, what processes they use to keep projects on track and pull a project back on track if it starts to slip.
